Spartanburg County voters approved the Roads Penny during a referendum in November 2023. Between May 2024-2030, it will raise an estimated $478 million for 577 road, bridge, and infrastructure projects countywide.
The Capital Improvement Penny, approved by voters in 2017, sunset on April 30, 2024. It raised funds to build a new courthouse, government center, police headquarters and emergency operations center.

The capital penny sales tax is a 1% tax with revenues raised used for road and infrastructure-related projects across Spartanburg County, as approved by voters in Nov. 2023.

The County ranks the condition of its road network on a 0-100 scale. The average condition of all the County’s roadways before Penny projects began was 57.5.

Collections began on May 1, 2024 and will last for a period of six years, or through April 30, 2030.

S.C. Revenue and Fiscal Affairs has estimated the penny will raise approximately $478 million over its six-year duration. An estimated 30+% of this total will be collected from visitors traveling through Spartanburg County.

The projects have the highest traffic volume and poorest condition of all roads in the county that are not scheduled be addressed by SCDOT in the next six years (unless the capital project sales tax passes). The county lacked other resources to address them.

No. By state law, money raised by the Penny sales tax can only be used for the 577 road and infrastructure projects that were on the ballot in November 2023.

Penny projects are being performed by local contractors/workers, leading to the expansion of the local construction industry. Workforce development partners are supporting training programs, scholarships, and work-based learning opportunities that will allow residents to to access career opportunities.
